Purpose: This article explains how to configure capacity planning for course templates and events, including how target fill rate behaves, where defaults are set, and how to override values safely.

Mental model: global defaults, template defaults, and event overrides
Capacity and planning settings can exist at multiple layers. The key is knowing which layer you are changing:
- Global default — sets a baseline used when creating new templates (admin configuration).
- Course template — sets the default planning behavior for events created from that template.
- Event — overrides planning values for a specific delivery instance.
What target fill rate does
Target fill rate defines how full a public event should be before it is considered “on track.” It supports planning, forecasting, and performance monitoring.
Note: Target fill rate applies to public events only. Private events do not currently support this feature.
Set the global default target fill rate
Administrators can set a default target fill rate that applies when creating new course templates.
- Go to Settings.
- Under Events, select Course Configuration.
- Locate Target Fill Rate and enter a percentage between 0 and 100.
- Select Save.
- 0% means no target fill rate is tracked.
- Any other value sets a planning benchmark.
Set the target fill rate on a course template
Course templates can store a target fill rate that becomes the default for events created from that template.
- Go to Control Panel → Courses.
- Open the course template you want to update.
- Ensure capacity is enabled (for example: limited places and a maximum number of learners).
- Enter a Target Fill Rate value for the template.
- Select Save.
This value becomes the default for events created from the template.
Override target fill rate on an event
Use event-level overrides when a single delivery needs different planning expectations.
- Open the event you want to update.
- Ensure capacity is enabled (limited places and min/max learner values, if applicable).
- Enter a Target Fill Rate value.
- Save changes.
Monitoring and alerts
If registrations fall below the target fill rate, the shortfall is flagged as an issue:
- On the Training Dashboard
- On the event record itself
The alert remains visible until registrations meet or exceed the target fill rate.
Guardrails and best practices
- Set a global default only if you want standardized planning across most courses.
- Use template-level values to reflect course-specific expectations (some courses should fill higher than others).
- Use event overrides for true exceptions (one-off deliveries).
- If target fill rate seems “wrong,” check capacity settings first (limited places and max learners).
