User activity reports/actions requiring authorisation

This idea is based on the issue we have where we have new staff members who are still undergoing training, or potentially unproductive members of staff where we need to be able to verify their work. 

* There is currently no reporting ability on a user's activities

I would love to be able to pull a report on any given user and have it show me all of the things they have edited/created in a specified period. 

This report would need to show dates and times of when actions were taken.

We would use this to be able to check registrations, invoices, created contacts/accounts and so-on to ensure accurate data entry.

It would also be useful to have a 'provisional' user type of sorts, where we can set certain activities on a user account to require approval. 

Eg a provisional registration might be created that then requires a different user to authorise after it has been checked.

Being able to report on a user's activities would also help if we feel we have an unproductive staff member, and we want to review what they're doing with their day. We have unfortunately had issues where being able to report in this way would have been useful in building a business case, or having a data-driven conversation about productivity and work ethic.
