Trigger - permissions
Currently, non-super users cannot access the Triggers section of the control panel.
This presents the following problems:
* Either we have a bottle neck, where our limited number of Super Users (limited by choice: we don't want loads of users having unchecked power in our system) have to cope with all new trigger requirements
* Or we expose ourselves to risk by creating more super users (note that ADM doesn't currently have a way of reporting on all user activities and often we cannot see who has changed something)
Suggestion:
Trigger permissions: being able to set the following in isolation, rather than giving a user all system permissions:
* Can view triggers
* Can create triggers
* Can edit existing triggers

We would find valuable for non-users to be able to see trigger logs - especially as we have a lot based on learning paths so they are not visible elsewhere in the system like event-related comms are.
