Resource per student

When specifying resources for a course template, it would be good to have the option to require them with quantity types like event costs have. One resource per student or instructor, or one per event rather than just a fixed number for the event regardless of how many people are there.

This would mean the 'required resources allocated' would have more meaning in these situations, making planning easier.
