Email on event/student changes

We have users who need notifying when a change has been made to an event - date changes, instructor changes, students being added or cancelled etc (ideally custom field changes as well). They are not going to be set as administrators for every event, as there are too many, and that role is undertaken by other people.

We'd like to be able to have a communications template that we can trigger at these points and send to a set list of email addresses. These would be static for the trigger, so it's always the same people getting the messages.

At the moment, we are attempting to recreate this functionality via webhooks and an internal system, but we prefer to have the functionality all in one place if we can so we know where emails are coming from.
