Qualifications search when adding Personnel Exceptions on Course

At this time, when adding Personnel Exceptions on a Course (previously Approved Instructors) you can only search by Contact name of the instructor. It would be very useful to have a Qualifications filter, so that you can narrow down the list based on the Qualifications that the instructors have, and then choose from the qualified instructors only.
