Allow the same person to be both Instructor and Admin of an Event

Currently, the system only allows you to add someone as either an Admin or Instructor to an Event. We have cases where the person needs to be both for an Event. 

In our instance the Admins are sent automated emails from our other LMS when someone registers on our website.  We have gotten around this by having them create a "shared mailbox" email address and we have created that as an Admin, but it's not always convenient to do it that way.
