Several times, I or my team has submitted a support ticket asking why our "state" field is not populating the drop-down list. every time, we've had to be reminded that you have to choose a "country" first.  And every time we say oh yeah, forgot that!

It would be REALLY helpful and would cut down on support tickets if a gentle reminder "Choose a Country to populate the state/province list" or something like that would show in the "state/province" field - instead of it being blank.
