TMS: Hide top menu item dropdown options for users who don't have permissions

When I have a user that only has permission to access events, if they click on the Events option in the top menu they can click on Course Templates and then a banner is displayed advising they don't have permission to access.

If the user doesn't have permission to access the page then it should not be displayed as an option to them.

  Thanks for your idea. We have investigated this before, but the overwhelming response was that customers still wanted to see the available menu options.
